Alan Bickers has provided services to a wide range of public sector clients including the Auditor-General, Local Government Commission, Government Ministries and Departments, Crown Entities, State-owned Enterprises and other government agencies. He has conducted an extensive range of strategic consulting assignments including capability reviews, service delivery arrangements, procurement and development of best practice. Some significant projects have included:

 

  • Independent Expert to Auditor General’s reports on contracting out maintenance and regulatory services in local government, managing relationships between local authorities and their Chief Executives, tendering procedures for contestable audits, Shared Services in local government and Public/Private Partnerships
  • Development of integrated land transport planning processes for Ministry of Transport
    Development of “best practice” Guidelines for Regional Tourism Organisations for Ministry of Tourism
    Capability Review for NZ Historic Places Trust
  • Governance Training for NGOs in Heath & Disability Sector Management for District Health Boards

  • Audit of Papakura District Council’s Water and Wastewater Franchise for Auditor General
    Review of Rodney District Council for Minister of Local Government. (This review led to the dismissal of the elected members of the Council and appointment of a Commissioner)
  • Report on “The Lessons of Rodney” for Department of Internal Affairs
  • Review of National Services Centre for NZ Fire Service
  • Chair of (numerous) Tender Evaluation Panels for Auditor General
  • Procurement advice to Bay of Plenty District Health Board for major redevelopment of hospital

Alan was appointed by the Government as a Member of the Standards Council of New Zealand (1993-1997). He was appointed to the Board of Transit New Zealand in 1997 and became Chairman in 2000 until 2004. (Transit is the Crown Entity responsible for planning, development, operation and maintenance of 10,700 km of State Highways which carry 50% of all traffic in New Zealand). He also served as a Director of Pacific Health Ltd (a Crown Health Enterprise for the Bay of Plenty) for 3 years where he was Chairman of the audit committee.

 

Alan was appointed as the Chairman of the inaugural Building Practitioners’ Board in 2005. The Board has responsibilities under the Building Act 2004 for licensing and disciplining of Building Practitioners.
